Our Mission

Our mission is to help you complete yours.

We started Halligan Readiness because we recognize the untapped potential of data in the fire service. First responders represent the best-of-the-best in physical strength, mental toughness, and technical skill. They are relied on every day to save lives and selflessly serve their communities. Due to limited municipal resources, first responders are also often required to develop their own training programs, solicit their own funds for equipment or continuing education, and develop their own procedures and guidelines for day-to-day operations.

The U.S. Army, Navy, and Air Force all have dedicated teams of cognitive psychologists, data scientists, and operational experts whose sole mission is to leverage empirical research to improve warfighter performance. We believe that first responders deserve the same backing.

At Halligan Readiness we use empirical research and data-driven principles to improve firefighters’ operational performance, safety outcomes, and readiness in an up-stream manner. We offer expertise in the following areas:

We recognize that every department is unique and faces its own constraints and challenges. Some of these constraints may make it difficult to follow “best practices” in readiness and performance. This is where we come in. We work with you, within the limitations that are imposed on you, to optimize your team using the resources that you have. One size does not fit all.

Our People

Sarah Chabal, Ph.D.

Founder

Sarah is a research psychologist with more than 10 years of Department of Defense research experience. She has worked directly with the U.S. Navy to improve the cognitive and operational performance of submariners, surface fleet Sailors, and special operations forces. She has received and managed millions of dollars in research grant funding to improve readiness in military personnel, and has served on countless grant review boards. She is an expert in operational field research design, data analysis, and project management.

Sarah received her Ph.D. in Cognitive Science from Northwestern University, and her B.A. in Psychology from Colgate University. She also holds a Certificate in Management from the Northwestern University Kellogg School of Management and a Certificate in Leadership for Senior Supervisors from the Naval Postgraduate School. Sarah is a mom of two and wife of a career firefighter. In her free time, she is an avid weightlifter.

Jake Longolucco, MO, EMS I/C

Emergency services expert

Jake is a career fire officer in an all-hazards department, having served a cumulative 21 years in career and volunteer fire/ EMS sectors.

Jake received his B.S. in Public Administration from Roger Williams University and a Managing Officer post-graduate Certificate from the U.S. Fire Administration. He holds over 40 certifications in technical rescue, fire officership, incident command, and EMS/Fire instructor/coordinator. Jake serves as the Local Emergency Planning Committee Chair for Washington County, RI.
